Is there a list of financial institutions that provide free use of Quicken BillPay. If there is no list, I would appreciate it if anyone who is using a free Quicken BillPay to let me know where they are using it.
I don't know of such a list. Quicken Bill Manager, when using their Quick Pay or Check Pay service, is only free up to a certain number of transactions per month: Quicken Bill Manager: How many payments can I make each month?
OTOH, if you make use of each individual biller's payment service, this is free in most cases. There are some billers who charge a fee for paying with a credit card, but paying with direct debit from a checking account is free.
My 2cents' worth, if I may: I don't use Bill Pay services or Bill Manager at all, neither the one from Quicken nor the one offered by my bank. Since time "B.I." (before the Internet was invented) I have set up almost all of my recurring payments as Direct Debit (aka PAC Draft, Autopay, APS, whatever the biller calls it). Using the biller's website, I authorized the biller to electronically debit each payment directly from my checking or credit card account on due date. Now I can sit back, relax and wait for it to happen. Instead of having to arm-wrestle Bill Manager into making payment on time I let the biller's computer system do all the work for me.
When I get notified of a new statement having arrived, usually by email, all I have to do in Quicken is to run a regular scheduled reminder to record the transaction. Haven't missed a payment in many years.
I also use the Direct Debit method described by @UKR.
Thus, as with all payments of bills, I'm only responsible for having the money in the account.

Thank you for reaching out! As @UKR and @NotACPA said, there isn't a list of banks that provide free Quicken Bill Pay. Most financial institutions offer their own bill-pay options that may not integrate with Quicken.
If you use Quicken Classic Premier or Business & Personal, then Quicken Bill Manager Standard is included in your subscription. That would entitle you to 12 Quick Pay payments and 5 Check Pay payments per month. We do have a list of financial institutions that currently support Bank Bill Pay via Direct Connect. Please be aware that financial institutions on the list may change which connection methods they support in the future, so there's no guarantee they will offer the service indefinitely. Additionally, some financial institutions charge a fee for the service. Note there is two kinds of bill pay through Quicken "Online Bill" setup on the Quicken Bills Dashboard (on the Bills & Income tab) and the one through Direct Connect.
The one on the Bills and Income tab is the one where is you have the Premier or high edition of Quicken you get a limited number of bills paid for free, and then you have to pay for them. This is a third-party service. For Delus and Starter you have to pay for them all.
The one through Direct Connect really is just sort of a GUI to the one at your financial institution. Direct Connect is getting pretty rare now, and having bill pay through it is even more rare, and getting for free is extremely rare (it is the financial institution that might charge a fee). There is a list of Direct Connect financial institutions, but none that specify if the financial institution supports bill pay through Quicken.
As for me I do it like @UKR and @NotACPA and just set it up to be automatically paid "a pull payment" from the biller's website. I have been doing it that way for decades.
EDIT: Wow I see that @Quicken Kristina posted while I was typing and that there is an actual list! That is the first time I ever seen such a list.
Thanks all for the replies, I guess it sounds like I am best off continuing to use my current billpay provider (Fidelity). I have them automatically pay my recurring bills of a constant amount and manually pay the others thru Fidelity. I do not allow any of my bills to be automatically pulled by the biller, since I don't want them to have them with access to my account
