This never happened until a few months ago. I'm using Quicken Classic on a Windows 11 machine. All cut off transactions were available around 8 AM or earlier for years until a few months ago.

If this behavior only started a few months ago after previously working differently for years, it sounds like your financial institution may have changed when they make transactions available for download.
Quicken does not have its own transaction cutoff times—we rely on when the financial institution releases transaction data to our servers.

Thank you for your quick response. The problem occurs only on the Fidelity Investment "VISA" credit card account web page for my Fidelity accounts. The bank for the Fidelity Visa is known as "ELAN", but the transactions that Quicken can't pick up until after 2 PM are showing as "posted" transactions as early as 8 AM on the Fidelity web pages, so that Quicken can't see some transactions until several hours after the Fidelity account shows the transactions posted. I must spend extra manual effort daily to timely reconcile at 8 AM, or wait several hours to essentially have Quicken produce a self-balance account near instantly,
