Quicken Deluxe 2013 Data File

Can you/anyone confirm that the current version of Quicken will be able to read my Quicken 2013 Deluxe backup file?

    Yes, in fact if you had an older version than 2013, Quicken would instruct you to use a copy of QW2013 (that they give away) to convert it prior to upgrading to subscription Quicken.

    Note that Quicken 2013 is the last version of Quicken that you can use totally offline.  From Quicken 2014 to Quicken 2017 you have to have a Quicken Id (which is free).  From Quicken 2018 onward you pay by subscription for a year or two of online services and if you let the subscription lapse 25% of your Quicken window will be filled with an add to renew.

    Thanks, all of you, for answering my question! Most helpful...my preference for the offline version is what has prevented my adoption.

    Offline or keeping stuff in the "cloud" has not changed since 2013.  With subscription Quicken (2018+), you can stay just as offline, the software AND data file just have to be associated with a Quicken Id to decide which edition you have a license to use.
    The big thing as mentioned by Chris_QPW is that when the subscription expires, you lose some of the screen to a "nag" panel about renewing.

    There is one more thing that having a Quicken Id implies.
    You can't install Quicken 2014 and beyond offline, you have to be connected to the Internet so that it can check on the Quicken Id.  After that you can be offline.  But that also implies that if Quicken Inc ever goes out of business you will not be able to install Quicken 2014 and beyond on a new computer.  This is what I'm talking about being "totally offline".

    Further more if a person is a "manual entry only" kind of use case, one should ask what are they going to get by upgrading if they totally don't want to use any online service.  And my answer to that would be other than having a "supported version" which hopefully means that will keep working on as Microsoft changes things, I can't really think of much that has change for that use case, most of the changes are for online services.
