Yes, as long as each user has their own Windows account. The default folder for Quicken files is C:\Users\>Username>\Documents\Quicken.

Depending on how you are using Windows 10, you can have multiple users with a single account (shared), or each user signs on as a completely unique desktop.
Greg identified the second option. The other is if two users share the same PC using Quicken, simply have one file named User1 with it's own set of accounts and data. The other, User2 would contain its own accounts and data. Of course you can name the file whatever, but it must be unique and Quicken best practice is to user eight characters or less and NO spaces.
You can easily switch between the two files from the bottom of the File menu.

No one has mentioned QMobile or Q-Web yet.
While the data can be kept completely separate and if they use different Windows accounts, they won't be able to see each others files (if so protected by Windows), but if they use QMobile/Q-Web, they will both be using the same Quicken Id and will be able to see each other's information that is in the Quicken Cloud Account via QMobile/Q-Web.

-splasher using Q continuously since 1996
    - Subscription Quicken - Win11 and QW2013 - Win11
