Have you recently signed up for Quicken BillPay?  Those small charges are to verify your account ...  and I believe that offsetting credits will be sent soon.

On what account? In a Quicken account register? In your bank account or credit card account? Who is the listed Payee?

Is your subscription to Quicken 2018-2021 about to expire?
And is your account at quicken.com set to automatically renew your subscription?
If so, Quicken verifies that the credit card on record is still valid so that they can automatically renew your subscription.
The small amount charge should only be a pending transaction and disappear or be credited within a few hours.
