IRR cashflows in non-investment accounts

I'm using the latest windows quicken premier. In the Investment Performance report for IRR I've included my cash accounts (Barclays savings, CD bank accounts, etc.) along with all my investment accounts. I've noticed that the balances of the cash accounts are included in the irr report, but not their cash flows. So if I transfer money from an investing account to open a CD in a cash account and then transfer the money after the CD matures back to an investment account, the money in and out of the cash account is not listed or included in the calculation. So the money is shown leaving the portfolio when it's really just being transferred to a different part of the portfolio. If the cash accounts can be added to the irr report, shouldn't the money in and out also be included, not just the beginning and ending balances? Is this a bug?
