MS Edge has a long history of not being very friendly when it comes to downloading files from non-MS related sites and are DLL or EXE files.  I thought they fixed most of those issues a couple of years ago but maybe they have resurfaced?
Anyway, were you given the option on that error message popup to accept the download or override the warning?  It might be just 3 dots that you can click to view the accept option.
If you still have this issue, check your Privacy and Security settings for MS Edge.  Make sure they are not set to the highest levels...try a medium level.
Anti-virus/anti-firewall settings:  Make sure they are set to allow Quicken.  Or you could temporarily turn them off until the file is saved.
Also, do you have any add-ons installed....especially ad blockers, VPN, anti-trackers?  You might want to try temporarily turning them off or whitelisting Quicken.
As a final suggestion, if all else fails, do you have another browser installed?  If so, you could try downloading the Quicken.exe file using that browser.  There are several different alternate browsers that should provide a good option for this, including Firefox and Chrome.  (FWIW, a few years ago I used to have this EXE file blocking problem with MS Edge.  I switched temporarily to Firefox to complete the downloads and liked it so much that it quickly became my default browser.)

Where are you downloading from?  I use MS Edge and have no problem with it downloading Quicken.

You can download from here: https://www.quicken.com/activate
Or if you log into your Quicken account here there is a link in the account for downloading it: https://signin.quicken.com/signin

BTW the messages that MS Edge don't prevent one from downloading the program, they just make you select to by pass the warnings.  But of course you would be doing that at the risk of having to trust that you really are downloading from the right trusted web page.
