Why is my Elan CC still not downloading

My Elan CC is still not downloading to Quicken, has been for years. I saw in the discussion that it began working for others but it still is not working for me. Has not been downloading for over 2 months.

    I may have found a fix. I have been getting a banner on Quicken saying that Quicken cannot connect to this account. So I tried logging into the account through a browser. I encountered a page that asked for an update on income. Without entering anything I logged off and then on again. The income request page persisted. This time I entered some figures. Now the income update page is gone and Quicken connects.

    Apparently, Quicken was hitting a request page that prevented proceeding to the account. The problem is not visible from Quicken.
