8.3.0 - Where are the Release Notes?

Could someone point me to the summary of changes? I breezed through it this morning and can't find it. I thought I read that I could change categories or move accounts to different categories, but I am unable to do that. . Maybe it was wishful thinking on my part.

    You can find the summary of changes in the Release Notes by going to Help > Release Notes within Quicken.
