How to import BofA data when they only offer Web Connect
My account at BofA only offers Web Connect for download; CSV is not an available option. Quicken (version R64.30) rejects the downloads we get - "…cannot verify financial institution". So what can I do to get a useable import file? Is this a BofA problem or a Quicken problem?
Thanks.

When you do TOOLS, Account List, what shows in the "Transactions Download" column across from your BofA accounts.
Because they've decided to only support Web Connect, where you initiate the download from there website.
There's nothing that you, or Q, can do about that. ENTIRELY BofA's decision.

"…cannot verify financial institution" generally indicates that the financial institution is not a participating Quicken partner, but that is not the case with BofA generally, so it could be that BofA is not properly using the correct code to identify it as being from them.
I suggest you contact Quicken support at Quicken Support.

Note that some terms need to be clarified.
Web Connect is the downloading of the QFX file and importing it into Quicken, and this along with Direct Connect are the connection types that BofA has stopped supporting.
What is supported is called Express Web Connect +. To use it you have to deactivate the online services from your existing account(s) if you were using Web Connect and then select Ctrl+A to bring up the Add Account dialog and go through the selecting of BofA from the list and authorizing the downloading of transactions through One Setup Update/Express Web Connect +. At the end of that process, it will allow you to connect your BofA account(s) to then one(s) in Quicken.
Since BofA doesn't allow exporting CSV files that isn't an option and note even if a financial institution does provide a CSV file Quicken's import only allows for non-investment accounts and the CSV file has to be in the exact format that Quicken wants.

As it turns out, what BofA offers for downloads includes "MS Excel format". That's a CSV file. Oh, for more precise names - just say it's a CSV file. Although, strictly speaking, the download is a custom format - with a header then data in the CSV format of comma separated values.
