I'm getting the same error on this Discover card.

I have 2 different quicken accounts, I get the same error above for one account but the other still downloads from Discover without issue.

Instead of accounts, I should say 2 Quicken files.

Same issue here when I had to do the weekly Quicken-required reauthorization for Discover (which in and of itself is getting REALLY old), so now can't connect at all. Also, no VPN either.

I'll pile on with another user impacted by the Discover OAuth bad URL issue. Hopefully something will get fixed soon. But having to reauthorize accounts over and over is getting annoying.
