I am in the same boat as you. A reddit feed said Quicken knows of the issue and is working on a fix but I have not confirmed that with Quicken.1 -

Most useless feature Quicken has come up with. To have the Payee disappear behind the pop-up is especially annoying. Pressing ctrl + m will memorize payee just fine.1 -
