Can Mac Quicken import budgets from quicken Mac 2007

I have created an elaborate budget for 2019 on the Mac 2007 version and after just purchasing and updating to Mac 2019, it is asking me to create a new budget. Is that real? Have others encountered this? That is a show stopper until 2020.
Quicken user since 1997 when Dollars and $ense died.

Yes, you will have to recreate the budget. Old budgets aren't converted.
Since few people are still running 2007, I wouldn't expect a conversion to be added.5

"...few people are still using 2007..." is a relative term, and it matters little if it is few if you are one of them because you are stuck due to some feature, etc. (thankfully, in my case I do not use budgets) but alas, I suspect your conclusion might still be true, especially with the final sunsetting of QM2007 this Fall due to the next macOS and Intuit shutting down some services.

Of course, part of the problem is that budgets in QMac do not handle investments, so this would need to be addressed before even implementing migration.
