Am curious - just stepped through the Create New Bill sequence and was able to create a scheduled transfer per the OPs' desire.
Perhaps the issue was where/how to indicate the Transfer?
At the Transaction Detail step - click on the Split icon to expose a transfer field for input.

Correct, @J_Mike. You can choose to create the transaction first, then schedule it, or create a new scheduled transaction and build the transaction detail, whichever seems easier or more intuitive. I think @Rick_O suggested the former simply because you can see and fill in the Transfer field without a separate (and perhaps non-intuitive) click on Splits to enter the Transfer. Both get you to the same place; no "work around" needed.Quicken Mac Subscription • Quicken user since 19930

Ok, so may be not technically a "work-around" but who would think that the Transfer field would be hidden under the Split icon? Transfers have nothing to do with splits (other than you can record a transfer as a split, if needed).
EDIT: On further thought, RickO's IS a work-around because again, who would normally think of first recording a transfer transaction BEFORE creating a scheduled Transfer transaction, especially if you do not want the transfer recorded now? Whether you create a transaction dated in the future and then turn it into a scheduled transaction, or create a new scheduled transaction in the future, it's almost the same amount of work and the same result. So there are two ways to do it, and you can choose which makes the most sense to you.Quicken Mac Subscription • Quicken user since 1993-1

The determination of what is a work-around is not based on the amount of work but rather whether it would be a normal course of action for that user.
I'm not saying there is anything wrong with the work-around but although future-dating a transaction first to then use as a way to create a scheduled transfer is still a work-around to the more intuitive and direct approach of starting the transaction as a scheduled transaction.
And as an example, some people simply just may not want that future-dated transaction in the register until it occurs. If that is the case, then to that person, it is a work-around, as they would then need to delete the extra transaction.
