Can I deactivate auto fill in the payee list?

I'm not sure what you mean by "Auto fill".
In Quicken Mac, there is currently no separate auto-fill lists like there used to be in Quicken 2007. It simply has all your transactions, and when you re-use an exisitng Payee, the information from your last transaction with that Payee will "auto fill".
There is no way to turn that feature off. But if you are entering transactions manually, if you enter a Payee and then Option-Tab out of the Payee field, Quicken will retain the Payee name but blank out the rest of the transaction (e.g. it will not "auto fill").
If you are talking about clearing out Payees you see on the Payee screen, you can click the Payee, then click the – icon at the bottom of the screen, and that will "hide" the Payee. (You can see Hidden Payees if you chek the "Show Hidden box"). Hidden Payees will not pop up as suggestions when you are typing in the Payee field while entering a transaction.
If you truly want to delete an old Payee from your Quicken, you can't simply delete the Payee, because it is referenced in one or more transactions, as shown on the Payees screen in the Uses column. You could merge multiple Payees into one Payee called something like "*Deleted Payees*", and the old Payees would be gone completely, but this is a tedious solution to implement. In most cases, hiding the Payees should suffice.

"New" QMac keeps track of every Payee. The equivalent of QuickFill from QM2007 days does not exist, where you can delete payees no longer needed.

As I explained above, hiding a Payee in Quicken 2019 is functionally similar for many purposes to deleting a Quickfill Payee in Quicken 2007.
