If you membership has expired, there is no way to remove these notices. Quicken as determined that this is "the price to pay" for not renewing. The only work-arounds would be to stretch the window off the screen or cover it up with other Quicken windows. That said, you probably would have to do this each time you start up Quicken.
First, click on the underlined link above to go there, then click the little grey triangle under the VOTE count at the top of page 1 in the blue banner, so your vote will count for THIS feature and increase its visibility to the developers by seeking to have the features you need or desire end up in the latest version (it may take a moment for your vote to register).
@niftyharry You don't download transactions or quotes into Q? Because that ability to download is expiring for Q2017 (which I suspect you have) on 4/30/20.
