Is there a counter to tell you how many Quick Pay transactions was created for the current month?

Yes, there is a way to review how many Quick Pay transactions you have already made, as well as how many are still available for you to make.

For your question, in particular, I suggest that you scroll down to the section titled "How can I see how many payments I have left?" and/or the blue dropdown section below the previous section mentioned that's titled "Message: You have reached your limit for the number of payments you can make this month. You will need to wait until next month to make a payment." which will provide step by step instructions for you on where to find this feature.

This is one of those head-slap omissions that's hard to understand how/why they missed. It's certainly not technically complex to implement.
