I have Quicken Deluxe Version R31.12 downloaded in Dec 2020. I did try changing settings on Control Panel as suggested in Quicken Help but it did not work..0

@TDS Thanks for the update and trying those steps, though I am sorry to hear that that did not resolve the error for you.
Next, I suggest you please try deactivating the account(s) experiencing this issue and then reactivating through Add Account (not through Set Up Now) in an attempt to refresh the connection setup.
If needed, please follow the steps found in this support article to deactivate. Once deactivated, to reactivate through Add Account, navigate to Tools > Add Account..., search for the Financial Institution name and follow the prompts to sign in and connect. If the connection is successful and your accounts are found, be sure to link them to the existing accounts you have already set up in Quicken.

I am having issues with Wells Fargo and Wells Fargo Advisors and OL 297. Anyone else?0

Quicken Anja. I followed your instructions and deactivated my accounts (all 11 that I had issues with. Deactivation went fine. When I tried to reactivate the accounts Quicken would set up new accounts and would not connect with the banks. Problem seems to be worse now since my account list is all deactivated. No closer to solving the problem. All seems to have started when Quicken subscription downloaded new program in December 2020. What now?0

Hello all,
Thank you for the response and the additional details. If find that you have completed all of the recommended steps for this error, OL-297 and the error persists you will need to reach out to the financial institution directly for assistance.
Quicken does not have access to the financial institution's servers to correct the problem. This may require you to ask to speak with an online services specialist that handles transaction download issues at the financial institution.
If your financial institution states they can't assist, an escalation with the financial institution may be necessary.

I have tried the 'fixes' suggested = deactivating the effected accounts and tried to reactivate without success. Uninstalled/reinstalled Quicken - no help. Still can't download transactions from any of my accounts. Ready to go back to hammer and chisel and forget Quicken.1
