How to Create a Budget Comparison Report

I want to create a report that compares Budget to Expenses (and Income) to date

For a comparison of income and spending to your budget, try Reports > Spending > Current Budget. The report is broken down by month, but you can select Year to Date and see that in the rightmost columns.

I believe the report you are looking for is Income and Expense by Category (or by Payee). These reports can be found by navigating to the Planning tab > Budgets > Reports (on the top-right) > Income and Expense by Category (or by Payee) as shown below.
