Amex Canada download not working (Q Win Canada)

Hi there. I am a longtime quicken user but recently come back to use this quicken deluxe subscription for Canada. All of my credit card and savings accounts are set up for online download except Amex Canada. It appears that I can't set it up in an automated fashion but I need to manually go to the Amex account and download. My options are to download in PDF or CSV. The challenge I am having is how do I import the CSV file into my Amex account?

Thank you for reaching out to Quicken Community. I apologize you are having difficulties with downloading your transactions into Quicken. Normally when attempting to import a transactions file it is best to use QFX. The reason being is that this is what is compatible with the Quicken software.
I would recommend setting up your AMEX account(s) for One Step Updates (OSU). For instructions on setting up an online connected account click here.

According to these entries that Quicken Windows Canadian is using you should see "Web Connect" as in being able to download/import a QFX file.

This is a good suggestion. Following the directions, Quicken Canada says "to complete the setup, go download your transactions from the website." And the only options to download transactions from the website are in Excel or CSV format.
Which brings us back here. Is American Express transaction download no longer supported by Quicken in Canada?0 -

However, to confirm this information, I do recommend contacting your financial institution directly as QFX files are provided by the financial institution.

Note if it is true that they no longer supply a QFX file you should look into using my program to convert the CSV file to QIF or QFX.
