Line spacing - Return/Enter vs Shift+Enter - for creating just a Line Feed

It used to be that the Enter key would generate a paragraph double feed...
like here....
But - if you just wanted a single Line Feed,
you could do the Shift+Enter
to get to the next line for better formatting...

but now - that doesn't seem to work all the time ?

In my signature lines, I switched the line end from ENTER (which produced double-spacing) to CTRL-ENTER which produces single spacing.
