credit card account that will not sync with cloud

I recently developed a syncing problem with a credit card account that will not sync with cloud, all of my other accounts still sync as normal. Quicken ask me to refresh and try again, what does quicken mean by refresh and how do I o it?

Just to Clarify - Exactly what do you mean when you use the word "cloud" ?

Do you mean downloading during One Step Update from the CC company bank ?
or - Do you mean Sync to the Quicken Cloud for Quicken on the Web and Quicken Mobile App ?
