I have done everything in that article, including speaking to the Commerce online specialist. They report no problems at their end, so they say it must be a Quicken issue.0

Thank you for coming back to update us.
Unfortunately, this error is directly related to the financial institution's servers. I suggest requesting to speak to a tier 2 agent or supervisor at your financial institution as they generally are more experienced with third-party applications such as Quicken.
As per the FAQ:If the issue persists
If the issue is not resolved after following the steps above, you will need to contact your financial institution to resolve this issue. Quicken does not have access to the financial institution's servers to correct the problem. This may require you ask to speak with an online services specialist that handles transaction download issues at the financial institution. If your financial institution states they can't assist, an escalation with the financial institution may be necessary.
