I have located a support article that discusses some troubleshooting steps to take when presented with a Download Error (-28). You may follow this link to access that FAQ. Please keep in mind that it is recommended to save a backup before proceeding (just in case).

I'm having the same problem since 9/18 as well. Trying to re-link the account as detailed in the FAQ noted above was not successful. Any help would be appreciated.

Kept trying to link and it finally worked. Was able to connect to Truist account and sync. All good now.
