error message "on line services are unavailable try again in 10 minutes"

Quicken Windows Subscription Member ✭✭
For several days when I try to do a one step update I reveive a message that says online services are unavailable try again in 10 minutes. I've waited for days and still get the same message and I'm unable to update my accounts.
