QFX file downloads are created and provided by the financial institution. If these files are no longer offered for downloads from the financial institution's website, then it would indicate that the financial institution has decided to discontinue support of this download method.
We advise reaching out to your financial institution for more information as to why it was discontinued and/or whether or not they intend to support this method of downloading in the future.

AFAIK, from reading discussions here, Discover supports downloading from within Quicken, using One Step Update or "Update Now" from the account register's Actions gear icon.
Try activating the account for downloading: Edit Account Details / Online Services tab / Setup now or improve connection method.

If you want to do manual downloading of data files from the Discover website, you can download the CSV file and use ImportQIF (free from QuicknPerlWiz) to create and import a .QIF file into Quicken. It works great, I do it myself. ImportQIF even deals with dup transactions in subsequent downloads once you have gotten past where you are downloading what was not downloaded via QIF.
Be warned though, QIF imports go directly into the register (an enhancement Quicken made a few years back) and do not use Quicken renaming rules, but ImportQIF will do renaming and auto-categorizing for you based on your training of it.
Try it, it costs nothing but some of your time.
