Yes, as Mark said, it's not Quicken that charges sales tax, but states; Quicken and other retailers just follow the laws of the states where their products are sold.

Some states have no sales tax; some tax almost everything; some have bizarre rules and exemptions for what is and isn't taxed. (I live in Pennsylvania, where clothing generally isn't taxed — but there are lots of exceptions for things like wedding gowns, tuxedos, furs, gloves make of certain materials, certain articles of sports clothing, etc.) Some states tax software which is installed on a computer, like Quicken, because it's considered tangible personal property, but do not tax software as a service which is not installed on your computer, such as Quicken's Simplifi. and in some cases, there are differences in what's taxable between a state and a city in that state. Most retailers use third-party services behind the scenes to determine what the tax rate, if any, is for a particular address.

@jacobs Looking at all those rules it is no wonder online retailers like Amazon fought not to collect them for so long.   ;)

Well, I think online retailers fought against charging sales tax simply because it gave them a price advantage over local stores. ;) They used the complexity of local sales taxes as the excuse for it being too hard to implement, but I know I bought a lot over the years from companies online which saved me 6% - 8% in sales tax over online sites with a presence in my state which charged sales tax. (Heck, I still have a credit card with B&H Photo which refunds sales taxes; it makes a difference when buying a computer or other electronics.)
