I have had the same Quicken issue with my Costco Citicard for 90 days

Thank you for reaching out to the Community and telling us about this issue. I'm sorry to hear you're running into this problem. Could you please go into more detail the exact issue or issues you are running into? For instance, is your account currently connected? If so, by what method? To check that, go to Tools>Account List. Click the Edit button next to the account, then click on the Online Services tab. It will show the financial institution and connection method there.
When did the issue or issues first start? What is happening when you try to reconcile?
