Saving Goal Withdrawals in Budget Report

Savings Goal withdrawals won't show up in a budget report if I select Income & Expense or Cash Flow Basis. The actual transactions will only show up if I select Category Groups, which is not the display I wish to have. The Savings Goal deposits show up in all three formats
