Thanks. I have tried everything on the CC 506 help page including deactivating and activating the account.

If the instructions provided in the CC-506 fail to resolve the error, then as stated at the bottom of the article, you will need to contact Quicken Support directly by phone or chat for further assistance and possible escalation if they see fit.
