I think you are misinterpreting what that dialog is telling you.
The dialog is showing the transactions that it does have, for that security.
What is "missing" is the transaction(s) for what is in the placeholder (252.798).
Basically, this is what happened. Whenever you download transactions, not only do you get the transactions, but you also get the balances for all the securities. By default, Quicken will run a comparison between the number of shares for your securities in the register to this downloaded balance, and will (if you let it) create a placeholder for any difference it finds.
This is what has happened to you. The error can be either a missing transaction(s) for this number of shares or the downloaded balance information might be incorrect. Sometimes financial institutions download inconsistent summary data, so that is a possibility. For instance, they might download a sell transaction, but not include it in the summary information until the sell closes.
In general, you don't want to create placeholder entries in the first place, you want to correct (or ignore bad summary information) at the time it is detected during the download.
