The choices for extending a budget should always be available.
When you extend a budget into a new year while in the current year using this button, you get the following dialog for the various ways of doing that.
But if you didn't do this, and you open up a budget when you are in a new year, say the budget's last year is 2023 and it is now 2024, then Quicken will force you to extend the budget into the new year, but it won't give you the option dialog above. It will just always select the default option. The user should always be prompted to ask how they want to extend the budget into the next year.

I don't use the Budget features … but this seems like a very reasonable request.
