Setting up Internet Connection with 1Apr24 release on Classic Windows
Took a couple of tries, but did a download and it locked up in the "Setting Up Internet Connection" window and had to shut down via TaskManager.
Oddly enough EVERY OTHER PROGRAM has a fine Internet connection my computer.
Works after 3 startups, but how about you just get it to run reliably before you add new features that won't be used?

If you don’t mind, could you please provide a screenshot of the point that Quicken freezes? If needed, please refer to this Community FAQ for instructions on how to attach a screenshot. When did this issue begin? Are you receiving any error codes or messages?

Basically the Quicken pop-up stated "trying to establish Internet connection" and stayed there. Had to go to Task Manager to shut down Quicken. It now seems to be working, but happens again, I'll send a JPG.
