R57.12 is now the default Manual Patch at https://www.quicken.com/support/update-and-patch-20182019-release-quicken-windows-subscription-product/ . I've always relied on the Manual Patch status to define what is officially released for all users. When a version is staged I've generally observed that it will not be available for Manual Patch download. That should only happen (i.e., be available as a Manual Patch) after it is an official controlled general release.

Announcements made by Administrators and Moderators in Community (which is not controlled Support) should always, IMHO, be viewed as good and informed FYI guidance but not as official controlled documentation.

the first sentence was missing the wording of - FOR ALL USERS - hence the asking - but guessing the implied LIVE meant that -

Just noticed that the R56.9 never had a followup posting for when it went LIVE -

R56.9 is now being made available in staged release to a limited amount of users.
