Unable to open source file error message

Using windows 11, Quicken Deluxe version R58.9

Keeping getting same error "Unable to open source file followed by the error "Quicken cannot open the data file because it is in use by another application, such as a cloud storage backup. Please close that application or turnoff cloud storage sync." This happens whether I try backing up to my local computer or to my external drive

my QDF file is located on my local PC and I am not using any cloud storage or cloud backup app (Dropbox, Microsoft cloud…)

Have uninstalled and reinstalled twice; removed any trace of quicken from PC folders and files and PC registry - no help

Any thoughts, Ideas?

    When did this issue begin? After a recent update? Did anything occur before this issue began?

    Its been a recurring issue for over two months+. I reported to quicken support team but no help from them.

    Microsoft OneDrive, now active in the background all the time even if you don't use it, may be accessing the Quicken data file, blocking access to Quicken.

    Does this happen when you launch Quicken or only when you try to initiate a backup from within Quicken? If neither, please explain what steps you take to cause this to happen.

    Close Quicken. Go into Windows Task manager. Look for any Quicken tasks and end them.

    Is your Qdata file in the default location? (c:/../Documents/Quicken). If not, where?

    While Quicken is closed, can you move or rename your qdata file? Does it give you the same/similar warning ("file is in use")? If it did move/rename, just move/rename it back.

    Not using on-line storage nor Microsoft OneDrive. Path to quicken file and backup files is C:\Users\oepac\Documents\Quicken

    That clearly indicates that a program other than Quicken has accessed your data file. At the moment you (or Quicken) starts the backup process, Quicken first closes the data file to ensure that all changes have been written to disk. This also leaves a brief moment in time where Quicken does not hold a lock on the data file, thus allowing Microsoft OneDrive (or any other backup process) to jump in, raise a lock on the data file and, as a result, prevent Quicken from starting its own internal backup process.

    Even though you stated that you do not use OneDrive, you need to configure OneDrive to NOT select files stored in the \Documents\Quicken folder or you need to completely shut down OneDrive. Google the Microsoft websites for instructions on how to do that.
