All budgets have disappeared!!

I have over 15 years of budgets. I trued to run a current budget vs. actual report and got this error message: "You have not set up any budget amounts." Yikes!!! I have been using Quicken for years and have budgets back as far as the eye can see. And now they are gone!! I am using Quicken Classic Deluxe, version R60.15 Build 27.1.60.15 on Windows 10 Enterprise. HELP!!! Thank you
