ACH backup payments: How to restart the enabling process?

Subject: ACH backup payments: Enable: "Your request could not be processed right now. Please try again in a few moments." multiple times; Unable to restart the enabling process

Today, Friday 2025/02/14, in the "Bills & Income" area tab or window, Quicken displayed an invitation to enable ACH backup payments. I clicked on it to begin the process of enabling ACH backup payments. Quicken did not allow me to finish enabling ACH backup payments because my request could not be processed right now for a couple of hours. I exited the process so that I could report the problem to Quicken. I cannot find a way to restart the process to enable ACH backup payments.

As part of the process to enable ACH backup payments, Quicken displayed a "Verify Your Identity" dialog box so that I could verify my identity. I entered the required information into the entry fields in that dialog box and checked the "I agree to the Bill Manager Terms of Use and consent to identity verification" checkbox. I then clicked on the Continue button multiple times beginning at about 03:0x PST for about two hours because Quicken repeatedly showed a "Your request could not be processed right now. Please try again in a few moments." dialog box. I exited the process to enable ACH backup payments.

I reported the problem to Quicken.

I then tried to find a way to restart the enabling ACH backup payments process. I did not find a way to restart the process. So, I searched the Quicken Community and I found the following suggestion. In the "Has anyone else received an identity verification failure for the new ACH backup payment method?" thread, UKR, wrote this, "If you've missed the small banner message about the new ACH alternate payment method and have not completed the setup process yet, you can restart this process by going into the Bills, Income & Transfers view and clicking the gear icon. Select 'Additional Quick Pay connections' to read up on the new process and perform the setup. Once setup is complete, this selection disappears." I tried to do as UKR suggested. UKR's suggestion did not work because 'Additional Quick Pay connections' does not exist. So, how do I restart the process?
