This is not a new issue. It's been reported by others, including me. In this 1st of the following threads linked below @Quicken Kristina said on 2/7/2025 that she had "…forwarded this issue to the proper channels for further investigation and resolution." Maybe she could provide a status update here?

There is a Product Idea posted to remove this feature because it has not worked well for some time. In this Product Idea is a post that mentions it was supposed to have been resolved with R61.16 or R61.17 but for me it did not get resolved until I updated to R61.20. So, if you are not running R61.20 or R61.21 you might want to consider updating to it.:

Being that some who used to experience this issue but no longer do (like me) it made me think that it was fixed with one of the R61 version updates and I was hoping you would be able to confirm that for us. But if that is not the case, then it makes me wonder what changed so that I and others are no longer experiencing it?

To clarify, you are using R61.21 Build 27.1.61.21 and seeing the garbage characters showing up in the rebalancing tool. Is that correct?
If so, the issue has already been reported and is in work. (CTP-12444)
