CSV Import Instructions are not consistent

I've been importing CSV files over the last 8 months for my NordstromBank VISA card since it is now 100% blocking. But in the last 3 months something has changed on the CSV import from within Quicken Classic Starter Edition. These are:
- Amounts with negative numbers are being imported as Debits instead of Credits. They should be credits. I have to go in and manually change them once they have been imported
- The instructions, specifically the column order, that pop up prior to selecting a CSV file to import are inconsistent with the instructions in Quicken Help. Please see attached
The attached CSV file is in the format that is consistent with Quicken Help but the credits are being imported as debits. I have changed the Payee as to BLANK FOR PRIVACY for the purposes of this discussion.

[corrected 7/12] I agree the prompt when importing is wrong - the
FI PayeeDebit/Credit and Amount columns are reversed - and the Help is confusing.If you read the notes further down on the Help page, it says
- The Debit/Credit column is also for Mint compatibility. We recommend leaving this column blank and using a signed value in the Amount column instead. A positive amount (for example, +5,400) increases net worth; a negative amount (for example, –5400) decreases it. You can use a plus (+) or minus (–) sign to indicate the transaction type. If there is no sign, Quicken assumes the amount is positive.
Have you tried leaving the Debit/Credit column blank and using negative numbers in the Amount column for debits, i.e. charges in a credit card account or withdrawals in a checking or savings account?

@Jim_Harman we had the issue with the incorrect documentation come up last month and you submitted a request (Report a problem) to Quicken Support to have it corrected. Quicken Support then confirmed that the documentation was corrected. There have been version updates since then so I would think that the prompt would have been corrected.
Does another follow up request need to be made?

The online Help has been corrected, but the prompt is wrong in R63.21, which started coming out around 6/13 and is the latest release I am aware of.
Hopefully they will fix the prompt in a future release.
@Quicken Anja can you check to see if there is an open ticket for this?

That all makes sense… but… If the Debit/Credit column can/should be left blank, then you'd think the program should acknowledge the signing of the amount (plus or minus) to make the correct distinction between credit and debit. But it appears that it loses its mind if there is anything in the Debit/Credit column. Recommending that it "should" be left blank is vastly different that "must" be blank. In my instances, the amount columns are properly signed yet the program can't seem to figure that out.

However, we request that you please navigate to Help > Report a problem within your Quicken program and submit a problem report with log files and screenshots attached in order to contribute to the investigation.
It would also aid the investigation to include a sanitized file when submitting the problem report. A sanitized file is a data file that removes personally identifiable information so you can comfortably share this file with the Quicken team.
While you will not receive a response through this submission, these reports will help our teams in further investigating the issue. The more problem reports we receive, the better.

@Quicken Anja I reported this via Report a Problem on June 13. I included a screenshot and a sanitized test file that illustrates the problem very clearly. Do you need me to send it again?

"Can you make a Quicken qif file from the enclosed file for only the XXX Checking bank account and make sure the tags are included in the qif file?"
