Thank you for the update. So I just re-created some reports where this issue had first shown up, and it appears that the "Hide All" is now working correctly (for me), for both Spend by Category and Income and Expense by Category reports. I wonder if the original commenters that created the initial report of this issue have found the same ?

Perhaps one of the following may wish to comment on their findings ?
