Yes, Quicken 2019 will import your Quicken 2007 data. For some people, it's a quick and completely clean process; for some people, some accounts may require a little sleuthing if balances are off to get things tweaked and up-to-date. You don't have to connect to your bank, just as you don't in Quicken 2007.

There are lots of similarities with Quicken 2007, and a lot of differences, too. Some of the differences are just a different user interface or a slightly different way of doing things, while others are features that don't yet exist in Quicken 2019 as the developers continue to add functionality in updates multiple times per year. We all use Quicken differently, so what's fine to me may not be for you, and visa versa. The only way to know for sure if Quicken 2019 meets your needs is to buy it and use it for a while. (The best way to do this, although it's extra work, is to continue to use Quicken 2007 in parallel with Quicken 2019 for a couple of weeks; the two data files are completely separate.)
