Is there any way to VIEW all Scheduled transactions in one place?

You can. Click on "Bills and Income" on the upper ribbon. Then, click on the Projected Balances bubble below that. This will show the next instance of all scheduled transactions for all accounts in one spot. (You can filter what you see in this window, but the default is to show the next instance of each.)
Double click an individual schedtransx and click Edit to alter its frequency and other series parameters.

Well according to this IDEA request, it is planned to be changed (though it was marked as PLANNED back in March 2019 and has yet to see the light of day)

Thanks.... Too bad that "Bills and Income" just doesn't say "Scheduled Transactions" - much more intuitive.3

But "Scheduled Transactions" was better.
