OL-209-B with Citi Cards-Quicken is unable to read a response from the server

Quicken Windows Subscription Member ✭✭
I've been getting this error for several days. I tried resetting the account and also deactivating online setup and reactivating. Neither worked.

This did not fix the problem. However, the problem resolved AFTER I manually downloaded a .qfx from citi cards. And THEN deactivated online services and reenabled them. It's probably all a coincidence, but clearing temporary files in the browser and system, as described in the support article, had no affect.0
