I agree with @Boatnmaniac 's assessment:
I'm guessing it's not a Quicken version issue but an issue with how Citi is handing off the data to Intuit or from Intuit to Quicken's server or from Quicken's servers to our installations.
What I am surprised at is that the yellow message went away for me since I changed the connection to my Citi bank checking account from Citibank to "Costco Anywhere Visa Card by Citi". Yet a few others with that card are still experiencing it. That part is hard to explain given the inconsistency. I remain on R62.16 until a future stable release.

I don't disagree that using a different FI (in your example, Costco Anywhere Visa Card by Citi) can return different results because in all likelihood there are some differences in how that FI is programmed/set up for communicating than from other Citi FIs. I think back to about a year ago when Citi had major connection issues with all of their different FI iterations (no downloads for most people for at least a couple of wks) and how when the connection issues started going away it was pretty much on a FI by FI basis, not all at once.
So, yes, it might be entirely possible that setting up a card with Costco Anywhere Visa Card by Citi will not produce this error code issue. And, perhaps, that can assist Quicken/Intuit/Citi in resolving this error message with other Quicken FIs.
I have not tested with Costco Anywhere Visa Card by Citi, yet. Perhaps I'll trying doing that soon.

And after going away, after the second OSU with 64.35, the errors are back again, so nothing changed.

FYI: I have 2 Citi cc's that are currently set up with Citi Cards and they have been intermittently getting this error message for months.
I just now set them up in a test file with Costco Anywhere Visa Card by Citi. There was no error code. Given the intermittent history of this error code I am not prepared to say this FI is not part of the issue but my initial results correlating with @BK's good results is certainly a promising sign. I'm pretty sure I'll need to test this daily for a week or so before I can feel confident about it.
If others set up their card(s) with this FI it sure would be helpful if they were to post their results here.

btw, in this post's comment on Sep 14 I reported that I also tested this in the January release of R60.20 and the issue popped up, supporting that it is not related to any specific Quicken release. Hence I do not anticipate any future release of Quicken to fix this - because it is somewhere in the backend further supporting what @Boatnmaniac suggested earlier. I think it started sometime in June for me - that would be the time frame for Quicken team to investigate what changed on their end including Intuit and Citi.

I haven't seen it in a few days…. since the upgrade to R64.35 on or about the same day I [Removed - Language] about this annoying problem AND threatened to take my business to Sam's Club instead of Costco.
Maybe the squeaky wheel gets the grease?0 -

OSU results with both Citi Cards and Costco Anywhere Visa Card by Citi (the same credit cards are used with each FI but in separate data files):
10/24 - Evening: Citi Cards…error code present. Costco Anywhere…no error code.
10/25 - Morning: Citi Cards…no error code. Costco Anywhere…no error code.

So far this error message has not been present with Costco Anywhere Visa Card by Citi. But it continues to be an intermittent issue with Citi Cards.

After fixing my Citibank checking account (now almost three weeks) by reconnecting it to the Costco Anywhere Visa Card by Citi, I just started getting this error message for Capital One Card Services! 🤣The saga continues … can't help but to laugh at Quicken and will reevaluate when my subscription comes up. I will start a new post for Cap1 if it continues.

OK, it's been 5 days (just 2 days shy of a week) of testing and the Costco Anywhere Visa Card by Citi has been consistently performing very well with no error message. The Citi Cards FI has continued to have intermittent error message issues. This, along with @BK's reports of success with Costco Anywhere Visa Card by Citi, has convinced me to change my download connection to it.
@BK - I have 2 Cap One credit cards and neither one has been returning this error message. I agree, if you should continue to experience the error message with Cap One it would be best to start a new thread for that.

I got the error message with my Citi Cards connection yesterday morning before I changed the connection to Costco Anywhere Visa Card by Citi. It's now been 7 days in a test file and 2 days in my main file where there have never been any error messages using this Costco Anywhere FI.
