This may not be a bug, but this most certainly is a "negative feature"—it's possibly the most annoying thing Quicken ever introduced in my now almost 30 years of using quicken.
We're coming up on 4 years since it was first reported here as an obvious problem, and over 6 months since it moved to "Under Consideration". I worked for a big bureaucratic defense contractor. Even we were more agile than this. All they need to do is add an option to turn off the feature if they think other people like it for some reason.

The prompt for "Is this the payment for this Scheduled Bill or Deposit?" is the thing I hate the most about Quicken. Please allow me to disable this prompt in the next update!

This is a real pain, and an inaccurate, misleading, and just plain wrong message. It's ALWAYS wrong.

What needs to happen to get some priority assigned to this? What does it take for decision-making product management leadership to realize what users want?

I agree. I've been A Quicken user for many years. Quicken notoriously ignores users request for change. Must be nice to have A near Monopoly

Option to Turn Off "Is this the payment for..."The stupid pop up doesn't identify the reminder about which it is asking this question, so I have no way of knowing whether the answer is yes or no. I always click "No," fearing that if I click "Yes," it will eliminate a reminder I have set or maybe change a detail in the transaction to match that reminder.

Hello All,
The status of this Idea has been changed to Planned as it has been accepted by our Product and Development team for future implementation. However, Quicken's product development teams do not provide an estimate of when new/enhanced features will be completed and released.

Great to hear. This idea was submitted in April 2021 so I guess we now know how long it takes a very popular suggestion to reach the project Initiation phase. Thanks for the update.

@Quicken Anja, are you afforded any further visibility into the Dev group's schedule in order to provide an update of timing of release?

There in finally hope. Its been accepted by the development team. Minimally make the check a toggle feature so it can be turned off while you revisit the intended purpose and recalibrate on how to improve the feature if you intend to keep it.

That’s a great question, but unfortunately, I don't have any additional visibility into the development group's specific schedule or internal roadmap.
While we can see when an idea has been officially accepted and moved to the Planned status, the development teams do not provide us with a specific timeline or estimated release date for new features. This is primarily because the implementation process involves several stages that can shift the release window.
The best way to stay informed is to keep an eye on the Release Notes in your Quicken software when new updates become available, as well as this Idea post here in the Community. We will update the status of this thread to Implemented once the feature is officially rolled out.
