My name is Sarah and I am a Moderator in the Quicken Community and an official Representative of the Quicken Support Team.
I took the liberty of reviewing the case details from your recent contact with Support and sincerely apologize for the misinformation you were provided and the negative experience with our Agent.
I have forwarded the case details to our Senior Leadership Staff so they may be aware of the situation and can follow-up with the Agent as appropriate.
In the meantime, we would be happy to provide a replacement copy of Quicken 2018/19 although we do need to receive valid proof of purchase for the originally purchased and now expired copy of Quicken 2018 to provide the replacement.
Please contact Quicken Support once more and reference "Alert A-0471" to provide the proof of purchase and receive a replacement copy.

Quicken can still honour such purchases with adequate proof. But as a fallback, at least with Amazon, the buyer has recourse.
