Thank you for reaching out on the community and telling us about your issue. I do apologize for the issue you're having. I'm wondering what is causing this as it sounds like two different issues.
To start here let's see if we're able to get those transactions accepted to try resetting the account. We may just need to push them through by using this article down below. https://community.quicken.com/discussion/7679372/quicken-2018-red-flag-but-no-transactions-to-review-bug
Once you've had the chance to do this try to see if you're able to reset the account back to the correct pricing. Let us know how it goes!

Can you please navigate to Help > About Quicken and provide the release that you are currently running?
It would appear that something has happened to cause this issue in the file. If you have not done so already, I would recommend restoring a backup from prior to this issue occurring.

Once you have restored a backup, are you able to access the loan register once more?
