Quicken mess-up transactions on Paypal billing through Citi?

1. 3rd party Cloud Service correctly bills PayPal for $1.99 per month.
2. PayPal correctly bills Citi credit card for $1.99 per month.
3. Quicken Deluxe R34.16 downloads 2 transactions of $1.99 per month from Citi.
Problem started in 5/2021.
So who's gonna fix it?
