I got an email from quicken telling me to use https://www.quicken.com/support#contact-support 

 but when you go there the links for "chat" and "call" are dead

    What do you mean by "dead"? If you don’t mind, could you please provide a screenshot of what you described receiving? If needed, please refer to this Community FAQ for instructions on how to attach a screenshot.     I just used that link, twice, in Firefox and everything was good. Maybe a browser issue?
