investment income report does not include all transfers between accounts

When I attempt to make a report showing my investments income, I include all accounts, all securities, … and all transfers. However, not all transfers get into the report. In many cases, as shown below, I can see an outflow transfer from an account, but not the matching inflow to the target account.
But sometimes, as can be seen in the 3rd column from the right, I can see in and out and they do balance. In that column however, there's an orphan $2500 outflow that's not matched with an inflow to another 'internal' account, even thought that account is shown among the accounts, but that account is just shown as a single row with the account name, not a 'From account name', nor a 'To account name'.
In my case, all of these transfers are between internal accounts and the total transfer row should almost always be zero.

I've never done this sort of report before but I created this report, several times over several time periods, and the Transfers NEVER zeroed out. That's because the Transfers, in this part of the report, are interacting with "external" Accounts, i.e., non-Investment Accounts. Here's a report for the "Week to date":
It doesn't zero out because in this period the only Transfer(s) were out of the Investment Accounts to the "external" Checking Account. I'd think you'd be hard pressed to ever get these transfers to zero out in just about any time period because some of you cash is always leaking out of your file (payments made) and coming into your file, like deposits of your payroll check into the bank.

You are right, there is definitely something odd about transfers in this report.
What I am seeing is that when there is a transfer between an investing account and a banking account, the investing account is not shown in the Transfers section.
[correction - this is OK, FROM and TO are from the point of view of the originating account] It is also strange that transfers TO investing accounts are shown as a negative numbers and those FROM accounts are shown as positive numbers.
In fact, it is surprising that transfers are included at all in this report by default, because transfers are not income or expenses; they are like moving money from one pocket to another.

I'm happy that transfers are included and ALL should be the default, otherwise you're guaranteed to end up with non-zero balances. In my case, however, all of the transfers are between our internal accounts, all of which have registers in Quicken. My spouse, adult children, and I frequently use transfers between our accounts and/or move money from investment accounts to cash accounts. I was hoping to use the transfer section of this report to keep track of these cash flows at a glance. However, without the matching TOs and FROMs, it's very difficult to figure out which accounts were involved in the transfers.

Note that you can double click on the numbers in these reports to see the underlying transactions.
This is probably not the best report to use if you are mainly interested in transfers. You might try the Banking > Banking Summary report instead. This allows selection of all accounts, not just investing accounts. If I include all accounts, including those marked Separate, and on the Advanced tab, select Include all next to Transfers, the Transfer section totals to zero for me.
